ICE EXPANSION IN NORTH CAROLINA
In January of 2026, ACLU received a FOIA (Freedom of Information Act) document from the US Department of Justice that revealed expansion plans for facilities in Winton and Greensboro, NC. The heavily redacted document was the first time most of the North Carolina public learned about these plans for new ICE facilities.
The New York Times later published an article providing an address for a proposed detention center in Concord, NC. More information was also published later reporting ICE holding rooms and violations across the country.
Local governments and realty companies have continued to deny knowledge of new ICE contracts and most sites are difficult to find or track new information. ICE's lack of transparency is no accident. They have been ambushing communities and cities that often have no knowledge of construction, leases, or other plans until it is too late.
PROPOSED SITES
Charlotte and Concord
Despite recent articles reporting a detention center proposal for Concord,
the realty company/owner of address denies partnership with ICE.
No other information was available for Charlotte.
EXISTING ICE FACILITIES AND HOLDING ROOMS
Prior to the immigration crackdown that began in January of 2025, several ICE facilities already existed across the state. These facilities are in Cary, Charlotte, and Hendersonville. Several local jails across the state also held agreements to detain immigrants. These facilities include or have previously included Wake County Sheriff's Department in Raleigh, Mecklenburg County Jail in Charlotte, Cabarrus County Jail in Concord, Alamance County Detention Facility in Graham, Forsyth County Jail in Winston-Salem, Gaston County Jail in Dallas, and Henderson County Detention Facility in Hendersonville.

CO-WORKING SPACES
On March 20, ICE released a Request for Information asking for companies to submit information for co-working capabilities across almost 100 cities in 42 states and Puerto Rico for ICE agents. We don’t know the exact purpose of the spaces, but we do not want them setting up homebase in our towns. LiquidSpace is the company leasing these spaces across the country.
